The Giro del Cielo Women's Stage Race started in 2005 as part of the initiatives of the Women's Developmental Cycling Alliance (WDCA), led by Team Somerset and Skylands Cycling. The WDCA was formed to increase participation in women's cycling in New Jersey, and to support women who want to become more proficient at racing and cycling in general. The WDCA encourages women to participate in cycling events, join NJBA teams in their geographic areas, and support each other in their cycling goals.

The WDCA also supports women's clinics and the NJBA's NJ Women's Cat 4 Cup, now also in its third consecutive year with the support of the New Jersey Bicycling Association.
